Plain-language change summary

The recent changes to Bill SB 1313 clarify the criteria for obtaining a Native Pennsylvanian Annual License, particularly focusing on who is eligible to apply. It now specifies that eligible nonresidents must either have been born in Pennsylvania or have a living parent or guardian living in the state. This is significant because it simplifies the application process for those with ties to Pennsylvania, making it more inclusive for individuals who still feel connected to the state despite living elsewhere.
