The amended bill now clarifies that public and private colleges and universities can choose whether to follow local historical preservation regulations. This change means that colleges have more control over their properties, as they won't be forced to adhere to city designations for historic status. Additionally, the specific requirement for cities with populations over 400,000 has been removed, making the rule applicable more broadly. This matters because it allows institutions of higher education greater flexibility in managing their buildings without the constraints of city regulations.
