The legislative changes between the original Bill HB 2163 and the House Committee Substitute for House Bill 2163 indicate that certain language regarding offenders' first incarceration in a corrections program was updated. The new version appears to be part of a consolidated substitution for multiple bills, likely aiming to streamline the legislative process. This change matters because it could affect how the justice system manages and processes offenders, emphasizing a more organized approach to addressing incarceration policies.
