The latest version of HB 2004 removes a specific spending limit of $2.60 per license plate for the department. It also simplifies the flexibility clauses, reducing the requirements for moving funds between various budget sections. These changes are important as they allow the department more financial flexibility to manage resources effectively, potentially leading to better services without restrictive spending caps.
