What changed in the latest version

The changes in the bill involve a reorganization of its title and authorship. The new version now refers to the combined measure as a "House Committee Substitute" for both House Bill 3292 and House Bill 2171, instead of listing just House Bill 3292. This change matters because it indicates that the committee has decided to merge these two bills, likely aiming to streamline the legislative process and address related issues together.
