The recent amendment to SB 474 changes the timeline for implementing zero-based budgeting, moving it up by a year. Instead of starting in 2027, zero-based budgeting will now begin in 2026. Additionally, the year when the Governor must submit this budget changes from 2026 to 2025. This is significant because it aims to enhance fiscal responsibility sooner, ensuring that state agencies justify their budgets from scratch every year, potentially leading to more efficient use of taxpayer funds.
