Plain-language change summary

In the current version of Bill SB 111, a line referencing "ACT No.460" has been removed. This change means that the specific identifier for a previous law is no longer included in this bill. While it may seem minor, removing this reference can streamline the legislation and avoid confusion about its relationship to past laws.
