Plain-language change summary

The recent amendments to Bill HB 1577 focus on ensuring safe and humane practices in institutions that care for children. The key change emphasizes that restrictive measures—such as limiting a child's rights—should only be used as a last resort for immediate safety and not for punishment or convenience. This matters because it aims to protect children's rights and well-being, ensuring they are treated fairly and with dignity, while also holding institutions accountable for any improper use of such procedures.
