1:13(B) and 24:177(E)] HB 999 Engrossed 2026 Regular Session Firment Abstract:

Establishes proof-of-insurance requirements for out-of-state vehicles and expandscompulsorymotorvehicleliabilitysecurityenforcement,impoundment,and due process procedures to include all vehicles operatingwithin Louisiana.

Present law provides procedures for verifying proof of motor vehicle liability security, issuing notices of noncompliance, removing license plates, and impounding vehicles when an operator fails to provide proof of insurance as required by R.S.

32:861.

Present law further provides due process protections, including notice, reinstatement procedures, and administrative review.

Presentlawlimits theapplicationoftheseproceduresto out-of-state vehicles onlywhenthe vehicle is involved in an accident or collision in this state.

Proposedlawremovestheaccident-onlylimitationandprovidesthattheproofofinsurance, enforcement, and impoundment procedures in present law apply to any motor vehicle operated in this state, including vehicles registered in another state.

Proposed law clarifies that the impoundment and license plate removal procedures apply uniformly to all vehicles subject to a notice of noncompliance.

Effective upon signature of governor or lapse of time for gubernatorial action.
