463 (b)(i) Each communications district that levies a service charge pursuant to this Subsection shall submit an annual report to the legislative committees on commerce and to the governing authorityof the parish or municipality in which the district is located.
463 ENROLLED (b) A communications district shall not levy a service charge in excess of one dollar and twenty-five cents per month unless both of the following occur:
(ii) The report shall include but not be limited to all of the following:
(aa) The total amount of service charge revenues collected.
(bb) A detailed accounting of expenditures of such revenues.
(cc) Performance metrics, including average call answertimes and dispatch times.
(dd) A description of any improvements to emergency communications systems funded by such revenues.
(c) Acommunicationsdistrictshallnotlevyaservicechargeinexcessofone dollar and twenty-five cents per month unless both of the following occur:

* * * (7)(a) * * * (b) The service charge shall be collected by each service supplier providing service in the district.
This Act shall become effective on January 1, 2027.
The district shall notify, by certified mail, return receipt requested, each service supplier providing service in the district, through its registered agent for serviceof process in this state, when applicable, of the adoption of the resolution or ordinance provided for in Paragraph (3) of this Subsection.

The duty of the wireless service supplier to collect any such service charge or any increase in service charge authorized by this Section shall commence within sixty days after receipt of such notice.

Each communications district shall post the consolidated report on its public website, if it maintains a public website, within ten calendar days after submission.
Increases the maximum allowable wireless commercial mobile radio service (CMRS) emergency telephone service charge.
PresentlawauthorizesthegoverningauthorityofacommunicationsdistricttolevyaCMRS emergency telephone service charge in an amount not to exceed $1.25 per month per wireless CMRS connection or the rate which the district levies or is authorized to levy on CMRS users on August 1, 2016, whichever is higher.

Proposed law requireseachcommunications district that leviesaservicechargepursuantto present and proposed law to submit an annual report to the legislative committees on commerce and to the governing authority of the parish or municipality in which the district is located.
(i) PSAP personnel and administrative costs.
Proposed law provides for what the report shall include.
(ii) PSAP operating costs, including Next Generation 911 implementation andassociatedcostsfornewequipment,services,equipmentupgrades,andtraining.
Proposed law prohibits the district from levying a service charge in excess of $1.25 per month unless both of the following occur:
* * * (e) Performance metrics, including average call answer times and call processing times.
(1) The proposed increase is approved bya majority vote of the governing district.
Section 2.
(2) The district conducts at least one public hearing on the proposed increase, with notice published in the official journal of the parish or municipality at least 10 days prior to the hearing.
This Act shall become effective on August 1, 2026.
Effective on January 1, 2027.
