The changes to Bill HB 138 clarify the powers and duties of the East Baton Rouge Parish district's board of commissioners, specifically regarding how they can manage funds and collect a parcel fee. The revision solidifies the process for establishing the parcel fee, ensuring that it cannot be less than $100 or more than $150 per residential parcel per year, and emphasizes that any fee increase must be approved by local voters through a referendum. This matters because it increases transparency and accountability for financial decisions that affect community members directly.
