1:13(B) and 24:177(E)] HCR 53 Reengrossed 2026 Regular Session Schamerhorn Establishes a study committee to examine oversized vehicle permits issued by political subdivisions and related impacts, including the economic effects of such permits, all taxes and fees paid for local highways, and permitting practices in neighboring states.

Requires the study committee meet on a monthly or bi-monthly basis during the moratorium period to evaluate current permitting processes and their impacts and submit a written report detailing its findings and recommendations to the speaker of the House of Representatives and the president of the Senate byFeb.

Summary of Amendments Adopted by House The Committee Amendments Proposed by House Committee on Transportation, Highways and Public Works to the original bill:

Add a representative from the office of operations in the Department of Transportation and Development as a member of the studycommittee.

2.

Remove the requirementthat staffing support be provided bythe Departmentof TransportationandDevelopment'sPermitDepartmentinfavoroftheDepartment of Transportation and Development generally.
