1:13(B) and 24:177(E)] HB 691 Engrossed 2026 Regular Session Beaullieu Abstract:
Provides for state participation in the federal SAVE program and for the investigation of and challenge to the registration of potential noncitizens identified through the SAVE program.
Proposed law requires the secretary of state to annually submit to the Systematic Alien VerificationforEntitlementsprogramadministeredbytheU.S.Dept.ofHomelandSecurity (SAVE) a check against everyregistrant in the state voter registration computer system, for which the requisite state data exists.
The data shall be submitted prior to 180 days before a regularly scheduled federal general election.
Proposed law requires the secretary to submit the name of every potential noncitizen registrant to the division of election integrity for investigation.
If the division determines that there maybe a noncitizen registrant in the state voter registration computer system, the divisionshallsubmitthefindingsoftheinvestigationtotheappropriateprosecutorialagency for further investigation or prosecution.
Proposed law requires the secretary to transmit any noncitizen matches verified by the division of election integrity to the appropriate parish registrar of voters to challenge the individual's registration in accordance with the present law procedures for challenge and cancellation of registered voters.
Present law requires the secretary to annually report to the legislature statistics and data relating to the registration of voters throughout the state.
Proposed law requires the secretary to include in the report required by present law the number of records checked against SAVE data during the prior year, the number of registrants challenged as potential noncitizens, the number of registrants whose voter registration was cancelled as a noncitizen, and any recommendations for statutory or administrative improvements to ensure voter registration list accuracy.
Proposed law provides that all SAVE data and related voter information shall be processed in a secure environment consistent with present law state and federal data protection standards and present law public records provisions.
Provides that proposed law shall apply only if SAVE remains available without cost to the state or subject to appropriation of funds bythe legislature for this purpose.
