Plain-language change summary

The revised version of Bill HB 1069 allows distilling facilities to transfer liquor to other distilleries owned wholly by them, but simplifies some conditions. Previously, a distillery needed to produce at least 4,000 gallons annually to engage in these transfers, which has now been removed. Additionally, the requirement for the transferring distillery to have a specific amount of annual production has changed to a minimum still size instead. This matters because it potentially lowers barriers for smaller distilleries to collaborate and share products, fostering more local production and distribution in the industry.
