Plain-language change summary

In the latest version of Bill HB 511, a reference to "ACT No. 809" has been removed. This change suggests that the lawmakers no longer want to link this bill to the previous act, which may impact how the new bill is interpreted or enforced. Removing this line could make it clearer and more focused on its own provisions, which is important for understanding its intent and application.
