Plain-language change summary

The latest version of Bill SB 191 introduces a new initiative to provide performance-based incentives for child-care programs specifically for infants and toddlers, aiming to enhance their growth and quality of care. Additionally, the time frame for the pilot program has changed, with operations now starting on August 1, 2027, instead of January 1, 2027, and extending until July 31, 2029. These adjustments are significant because they emphasize support for quality early childhood education and allow more time for effective implementation of the incentive program.
