(b) The provisions of this section subsection (a) shall not apply to:

The secretary or the secretary's designee shall make an oral presentation before the house committee on commerce, labor and economic development and the senate committee on commerce at mutually agreed times during the 2030 regular legislative session and provide a report to each such committee with respect to the pilot program and such program's effectiveness.
{ForFor any such contract with a nonprofit organization, the secretary shall also require that the nonprofit organization not request a property tax exemption for such housing units and agree to pay property or ad valorem taxes on such housing units if such housing units are retained and owned by such nonprofit organization.}organization. (5) During each regular session of the legislature, the secretary of corrections shall submit a report to the committee on ways and means of the senate and the committee on appropriations of the house of representatives relating to any such contracts.
