Plain-language change summary

The updated version of Bill SB 396 now explicitly authorizes the Clearwater cemetery district to reorganize by removing Ohio township from the district, which could streamline management and resources for the remaining areas. It clarifies the election process for an at-large member of the board of trustees, who must reside in either the city of Clearwater or Ninnescah township and emphasizes that this member will be elected in the 2026 general elections and every four years thereafter. These changes ensure that local governance is more focused and representative, which matters for the community's involvement in cemetery district management.
