Plain-language change summary

The updated version of SB 14 introduces a continuous budget process, which means that if the legislature does not make changes to current funding by July 1 of any year, last year's budget will automatically carry over into the new fiscal year. This change aims to ensure that state agencies have a reliable source of funding even if the legislature fails to pass a new budget on time. Additionally, the new bill repeals a previous provision that linked budget continuity to specific veto scenarios by the governor, streamlining the budget process. This matters because it helps avoid potential disruptions in funding for essential state services.
