Plain-language change summary

The updated HB 2254 now clarifies that "milk producer" includes cooperative associations that market milk for their members, ensuring that these organizations have the same rights as individual producers. Additionally, it requires milk processors to keep payments in trust for producers until they receive full payment, and it also establishes that these funds are considered the property of the milk producer. This change is significant because it strengthens financial protections for milk producers and ensures they are compensated fairly and promptly.
