The amendment to Bill HB 2450 changes how campaign contributions and expenses are managed between primary and general elections, clarifying that funds received prior to a primary election are considered part of that election's campaign. Additionally, it specifies that candidate accounts will not automatically close if they maintain a certain minimum balance or debt. These changes aim to provide candidates with more flexibility in managing their funds, helping them better navigate the campaign process without losing access to resources too soon.
