Plain-language change summary

The recent amendment to House File 2546 changes the language regarding the procurement of a statewide data collection system for schools in Iowa. Initially, the bill specified that the director would simply procure the system, but the updated version now emphasizes that this should happen "as soon as is reasonably possible" and requires a formal request for proposal process. This change is important because it implies a sense of urgency and a structured approach to ensuring that the data collection system meets necessary standards and is put in place efficiently.
