Plain-language change summary

The revised version of House File 862 adds a section that allows a county sheriff to petition a district court if they believe there is a conflict of interest with the county attorney, and their request for outside legal counsel is denied by the board of supervisors. This change is significant because it provides a formal mechanism for sheriffs to seek independent legal representation when conflicts arise, ensuring that they have the legal support they need to fulfill their duties without bias. The bill is deemed urgent and will take effect immediately upon enactment, emphasizing its importance for county governance.
