The bill allows political parties in Iowa to opt for a primary election for presidential nominees instead of using the caucus system.

  • Section 43.4

    6. a. This section does not require a political party to select a nominee for president at a caucus as described in this section. b. In lieu of selecting a nominee for president at a caucus as described in this section, the chairperson of the state central committee of a political party may request that the state commissioner of elections conduct a primary election consistent with the provisions of chapter 49 and this chapter for the selection of a nominee for president. An election held pursuant to this subsection shall be held at least four days earlier than the scheduled date for any meeting, caucus, or primary which constitutes the first determining stage of the presidential nominating process in any other state, territory, or any other group which has the authority to select delegates in the presidential nomination. c. The candidates for election as a nominee for president at an election held pursuant to this subsection shall submit nomination papers as described in this chapter and section 45.1, subsection 1, to the state commissioner of elections. d. The state commissioner of elections shall adopt rules pursuant to chapter 17A for the implementation of this subsection.

This change establishes an alternative process for political parties to select presidential nominees through a primary election.
