Plain-language change summary

The changes to Senate File 449 include the addition of a section requiring operators of digital financial asset transaction kiosks to designate a compliance officer responsible for managing and assessing fraud-related risks. This includes implementing procedures to protect users from fraud and ensuring ongoing evaluation of these protections. These amendments matter because they enhance consumer protection by establishing accountability and oversight in the operation of these kiosks, which are increasingly used for financial transactions.
