Plain-language change summary

The recent changes to House File 1002 shifted the management of the Length of Service Award Program grant fund from the Department of Revenue to the Economic Development Authority. This matters because the Economic Development Authority may have a more relevant focus and resources to support municipalities in providing rewards for volunteer firefighters, emergency medical providers, and reserve peace officers, which can help strengthen local emergency services. Additionally, the definition of "volunteer" was clarified, specifying those who earn less than $5,000 annually for their service.
