The bill establishes a new fund to provide monthly stipends to eligible members of the Iowa veterans home.

  • Section 35D.7

An Iowa veterans home members fund is created in the state treasury under the control of the department. The fund shall consist of moneys appropriated to the fund by the general assembly and any other moneys available to and obtained or accepted by the department from the federal government or private sources for deposit in the fund. Moneys in the fund are appropriated to the department for the purposes of this subsection. Notwithstanding section 12C.7, interest or earnings on moneys in the Iowa veterans home members fund shall be credited to the Iowa veterans home members fund. Notwithstanding section 8.33, moneys remaining in the Iowa veterans home members fund at the end of a fiscal year shall not revert to the general fund of the state.

This creates a new fund specifically for supporting stipends for veterans home members.

  • Section 35D.7

If sufficient moneys are available, the department shall use the moneys from the Iowa veterans home members fund to provide a forty-five dollar monthly stipend to each member of the Iowa veterans home who receives Medicaid benefits.

This mandates the provision of a monthly stipend to qualifying veterans home members.
