Plain-language change summary

The most significant change in House File 2764 is that it shifts from a focus on property tax dollar amounts to percentages of growth for budgeting purposes in school districts. The amended bill specifies that prior to March 5, school districts can only increase their proposed budgets based on the same percentage of growth as the previous school year. This matters because it potentially limits how much schools can request for funding, ensuring that increases in budgets remain more predictable and are tied to past levels rather than allowing for arbitrary increases.
