Plain-language change summary

The changes in Senate File 233 clarify the requirements for patients seeking access to experimental treatments. Specifically, patients must now have "exhausted all other United States Food and Drug Administration-approved treatment options" under certain conditions, rather than just "considered" them. This distinction emphasizes that patients need to have actively tried and failed other treatments before accessing investigational options, which could help ensure that these experimental treatments are used more responsibly and effectively.
