The revised version of HB 3294 includes specific definitions and requirements for organic waste composting operations. Key changes stipulate that only operations with over 25 cubic yards of organic waste need a permit, making it easier for small-scale composters to operate without regulations. This matters because it encourages local composting initiatives while ensuring that larger operations remain accountable to environmental standards.
