The recent amendment to HB 4950 makes it clear that the Department of Transportation can start the bidding or awarding of contracts, as well as any construction activities, once it meets certain federal requirements, even if all land titles have not yet been approved by the Attorney General. This change streamlines the process for starting public construction projects, potentially speeding up timelines and reducing delays. It matters because it helps ensure that essential infrastructure projects can move forward without unnecessary hold-ups while still maintaining legal oversight.
