Plain-language change summary

The recent amendment to Bill HB 3081 adds a requirement for expanding Out-of-School Time (OST) programming, which now includes a wide range of activities such as academic support, arts, sports, and health promotion. Additionally, the amendment establishes an OST Advisory Council to provide guidance on policy and funding issues related to these programs, ensuring they meet the needs of children before and after school and during breaks. This matters because it could lead to better support and resources for youth programs, helping to enrich their education and development outside of normal school hours.
