Plain-language change summary

The amendments to HB 2863 require that water or sewer utilities sold to large public utilities must communicate the terms of the acquisition more transparently. Specifically, they must hold a public meeting, publish a notice in local newspapers, and mail information to affected customers before the acquisition happens. Additionally, the notice must detail potential rate increases over the next five years and clarify which public body is responsible for the decision-making. These changes aim to ensure that customers are better informed and can anticipate how the acquisition may impact their bills.
