Utility charge transparency website and report.
Beginning January 1, 2027, the Commission shall maintain a website that details any charges, either required by law or approved by the Commission, that are charged by an electric utility, other than delivery or supply charges.
(a) The Commission on Government Forecasting and Accountability shall publish a report that contains a list of any charges, either required or permitted by law or approved by the Commission, that are charged by an electric utility on a residential customer's monthly utility bill, other than delivery or supply charges.
The website shall include the following:
The Commission on Government Forecasting and Accountability shall include the following information for any charge in the list:
(1) For any amount collected from a charge that is remitted to the State:
(1) the statutory authority for the charge or the Commission order approving the charge;
(A) the statutory authority for the charge or the Commission order approving the charge;
(2) the entity or fund to which the charge is remitted;
(B) the amount collected annually from the charge;
(3) any programs or services supported by the charge;
(C) the disposition of the collected funds by the State;

and (D) a detailed accounting of all expenditures of funds collected pursuant to the charge.
(b) The Commission on Government Forecasting and Accountability shall deliver the report to the Commission, President of the Senate, Minority Leader of the Senate, Speaker of the House of Representatives, and Minority Leader of the House of Representatives no later than 12 months after the effective date of this amendatory Act of the 104th General Assembly.
(2) For any amount collected from a charge that are retained by the electric utility:
The Commission, the State Comptroller, the Department of Commerce and Economic Opportunity, and each electric utility in this State shall submit any information requested by the Commission on Government Forecasting and Accountability pursuant to this Section in a timely manner.
