Plain-language change summary

The recent amendment to SB 3322 mainly focuses on changing the Illinois Controlled Substances Act, allowing the Department to adjust the list of controlled substances more flexibly. New criteria have been added for the Department to consider when deciding to add or remove substances, including their potential for misuse and public health risks. This matters because it aims to ensure that the regulation of substances can adapt to emerging evidence and trends, potentially improving public health outcomes. Additionally, references to the Specialized Mental Health Rehabilitation Act were removed, streamlining the bill's focus.
