Plain-language change summary

In the latest version of Bill HB 1918, a provision was added to clarify that intergovernmental joint self-insurance pools providing health benefits will not be classified as "health care plans." This change matters because it distinguishes these self-insurance pools from other health care plans, potentially affecting how they are regulated and ensuring they aren’t subject to the same requirements as traditional health insurance. This could offer more flexibility and reduce administrative burdens for local governments participating in these insurance pools.
