(3) The transaction limits and protections provided for in this sec- tion shall apply to all virtual currency transactions offered by an operator through a virtual currency kiosk and any kiosks affiliated withkiosks. such opera- tor.
Operators shall not use alternative methods, including but not limited to online portals, affiliated kiosks, or over-the-counter transactions, to evade or exceed the limits provided for in this section.
