71 DCR 10776),9325), which grants the Department of For-Hire Vehicles (“DFHV”) the authority to enforce traffic laws and issue citations to delivery vehicles, or “carriers-for-hire”, defined as “a class of transportation service by which a network of private operators, couriers, or carriers provide delivery of parcels, food, or beverages in the District for compensation”.
TheDFHV Department has exercised this enforcement authority to promote safety for carrier-for-hire operators and customers, and for other road users.
(d) On December 17, 2024, the Council passed the “Carrier-for-HireCarrier-for-Hire Oversight and Enforcement Amendment Act of 2024”2024, effective March 21, 2025 (D.C.
That permanent act is subject to appropriations, which indicates a likely applicability date of no earlier than October 1, 2025.
(e) Additional emergency and temporary measures are necessary to prevent a gap in theDFHV’s Department of For-Hire Vehicles’ authority to conduct street enforcement of carrier-for-hire operators.
The Council of the District of Columbia determines that the circumstances enumerated in section 2 constitute emergency circumstances making it necessary that the ENROLLED ORIGINAL Department of For-Hire Vehicles Delivery Vehicle Traffic Enforcement Expansion Emergency Amendment Act of 2025 be adopted after a single reading.
