RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this resolution may be cited as the “Compensation and Working Conditions Agreement between the District of Columbia Government and the Fraternal Order of Police – Metropolitan Police Department Labor Committee Emergency Declaration Resolution of 2025”.
Enclosed for consideration and approval by the Council of the District of Columbia is the “Compensation and Working Conditions Agreement between the District of Columbia GovernmentandtheFraternalOrderofPolice–MetropolitanPoliceDepartmentLaborCommittee Emergency Declaration Resolution of 2025” and the “Compensation and Working Conditions Agreement between the District of Columbia Government and the Fraternal Order of Police – Metropolitan Police Department Labor Committee Emergency Approval Resolution of 2025.” The collective bargaining agreement that will be approved by these resolutions provides the following wage increases to bargaining unit members of the Fraternal Order of Police/Metropolitan Police Department Labor Committee:
• 4.5% for Fiscal Year 2024 (effective the first full pay period on or after October 1, 2023);
• 4.25% for Fiscal Year 2025 (effective the first full pay period on or after October 1, 2024);
and • 4.25% for Fiscal Year 2026 (effective the first full pay period on or after October 1, 2025).

(a) There exists an immediate need to approve the negotiated compensation and working conditions agreement submitted by the Mayor for employees of the Metropolitan Police Department ("MPD") who are represented by the Fraternal Order of Police - Metropolitan Police Department Labor Committee ("FOP").
(a) There exists an immediate need to approve the negotiated compensation and working conditions agreement submitted by the Mayor for employees of the Metropolitan Police Department (“MPD”) who are represented by the Fraternal Order of Police – Metropolitan Police Department Labor Committee (“FOP”).
(b) The District of Columbia negotiated a compensation and working conditions agreement ("negotiated agreement") for certain MPD employees represented by the FOP that includes compensation increases over a period of 3 years.
