Prior to founding this organization, he oversaw Global Business for International Bridge, a logistic company serving the non-continental United States.
Until 2024, Dr.
Ortiz oversaw international relations for the United States Postal Service (USPS) in Washington, DC, where he started his career as a letter carrier on the night shift in New York City.
During his tenure, he held close to two dozen policy, operational, managerial, and business development positions in New York, Puerto Rico, and Washington, DC.
His assignments at USPS included Acting Executive Director, International Postal Affairs, Customs Compliance Manager, Operations Manager, Manager, Network Distribution Centers, Manager, International Delivery, and Program Manager, Global Business Development for Latin America, and the Caribbean.
In 2009, Dr.
Ortiz was endorsed by the Department of State and the USPS to serve as the Regional Coordinator for Latin America for the United Nation’s Universal Postal Union (UPU) in San Jose, Costa Rica where he oversaw numerous projects, including rebuilding mail delivery in Haiti after an earthquake devastated the island nation.
Dr.
Ortiz later returned to the USPS to oversee the development, planning, coordination, and implementation of international programs and projects supporting bilateral relations and multilateral agreements with 192 foreign postal administrations.
For close to four decades, Dr.
Ortiz represented the United States in dozens of domestic and international postal congresses, forums, and meetings involving policy, operations, business development,and securitythroughout the world.
In 2016, he was an instrumental part of the USPS operational delegation that led to the reestablishment of direct mail exchanges between Cuba and the US after more than fifty years.
Dr.
Ortiz served as a member of the UPU Express Mail Service (EMS) Cooperative Board, based in Bern, Switzerland, which oversaw performance initiatives of over 185 postal administrations, representing 85% of designated operators worldwide, to improve the quality of the global EMS delivery network.
His other board experience includes, but not limited to, serving as the President of Prospanica DC, where he led the organization to several awards, including Chapter of the Year, and the Postal Union of the Americas, Spain, and Portugal where he served as Chair of two committees.
He presently serves as the Vice President of Teatro de la Luna and is on the Advisory Board of the Hispanic Scholarship Fund DC and Grupo 21.
A Ward 6 resident, Dr.
Ortiz earned his Associate Degree in Accounting from the State University of New York, his Bachelor of Arts in Industrial and Governmental Accounting from City University of New York, his Master of Science in Administration from Central Michigan University, and his PhD in International Business Administration from Universidad Fidelitas.
