In plain language
This Act limits the release of names and photos of crime suspects by law enforcement.
The Act updates the rules around publishing the names and photographs of individuals charged with crimes. It restricts this practice for adults to only when they are charged with felonies and when public safety is at risk.
Summary
This Act extends certain limitations on the publication by law-enforcement of the name and photograph of crime suspects. Currently the Code prohibits the publication of the name and photograph of a juvenile suspect unless the juvenile is charged with a violent felony and the publication is necessary to protect the public’s safety. This Act would prohibit the release or publication of an adult suspect’s name or photograph unless the individual is charged with or suspected of a felony and the release is necessary to protect the public’s safety.

The amendment to HB 59 clarifies the definitions used in the bill, specifically redefining terms related to juveniles, such as "name of juvenile," "photograph," and "publish." Additionally, it introduces a delayed enactment date, stating that the law will take effect 90 days after being signed into law. This means that there will be a period after enactment before the new rules regarding the release and publication of names and photographs of juveniles charged with crimes apply.
