Plain-language change summary

The recent amendment to Bill HB 5581 changes the way the Commissioner of Transportation will convey a parcel of land in Rocky Hill. Previously, the cost to the town was based on the fair market value determined by appraisals, but now it will only include administrative costs. This could save the town money, making it easier for them to use the land for open space or recreational purposes. The amendment also emphasizes that the land must be used only for these intended uses, ensuring it benefits the community.

Additionally, the bill adds a requirement that the asset would revert to state control if the recipient does not use the land for specified purposes, which results in a potential loss of asset to the town of Rocky Hill and potential gain of asset for the state.
