Plain-language change summary

The amendments to SB 239 clarify that UConn Health is not required to complete community needs assessments, which streamlines the process for them. This change is significant because it reduces the administrative burden on UConn Health, allowing them to focus on providing services rather than paperwork. Additionally, the bill reassures that there will be no financial impact on the state or municipalities as a result of this adjustment.
