Plain-language change summary

The latest version of Senate Bill No. 83 creates a new "Federal Cuts Response Fund," which is separate from other state funds and will hold money specifically allocated for responding to federal budget cuts. Any leftover money in this fund at the end of the fiscal year will be saved for the next year, but starting in 2027, any remaining balance will be automatically transferred to the Budget Reserve Fund. This change is significant because it establishes a dedicated financial resource to help the state manage potential federal funding reductions, ensuring that the funds can be withdrawn only with legislative approval and encouraging responsible fiscal management.
