Plain-language change summary

The amendments to Bill HB 5165 clarify the criteria for identifying hospitals facing financial difficulties. Clearly defining what constitutes a hospital in "financial distress or operational crisis" helps ensure consistent evaluations. Additionally, it mandates that the Commissioner of Public Health assess whether the Attorney General should seek a receiver to manage struggling hospitals, which could potentially lead to better oversight and support for those in need. This can ultimately help maintain healthcare services in the community when hospitals are facing serious financial challenges.
