OFA Fiscal Note State Impact:
See Below Municipal Impact:
See Below Explanation The fiscal impact of the resolution is uncertain, as it is subject to additionaldecisionsfromtheGovernor andtheCommunity Investment Fund 2030 Board.
If the Governor and the Community Investment Fund 2030 do not agree to reauthorize the funding, the resolution has no fiscal impact as the bonds will not be available for use by the State Bond Commission.
If the Governor and the Community Investment Fund 2030 Board agree to reauthorize the funding, there will be a future cost to the General Fund of approximately $1.9 billion over the 20-year duration of the bonds.
In this scenario, the resolution could result in municipal revenue gain up to $1.25 billion, to the extent that future Community Investment Fund 2030 awards go to municipal recipients.
Background The resolution is one of two steps necessary under CGS 32-285a(e) to reauthorize $1.25 billion of General Obligation bonds ($250 million per year beginning in FY 28).
The section also requires that the Governor and the Community Investment Fund 2030 Board agree to reauthorization of the funds for the program in order for the bonds to be available for use by the State Bond Commission.

64 3 HJ31 File No.
64 The Community Investment Fund 2030 Board can recommend acceptance of projects proposed by municipalities, community development corporations, or nonprofit organizations.
The Out Years The annualized ongoing fiscal impact identified above would continue into the future subject to the terms of any bonds issued.

64 OLR Bill Analysis HJ 31 RESOLUTION CONCERNING THE REAUTHORIZATION OF THE COMMUNITY INVESTMENT FUND BOARD AND PROGRAM.
SUMMARY This resolution reauthorizes the Community Investment Fund (CIF) board and program to continue issuing bonds to eligible projects in FYs 28 through 32.
By law, CIF 2030 is a state bond-funded program for financing qualifying economic and community development projects in municipalities designated as public investment communities, alliance districts, or distressed municipalities.
The CIF 2030 board, located within the Department of Economic and Community Development, directs these investments.
Eligible municipalities, community development corporations, and nonprofits may submit funding proposals for eligible projects to the board.
Legislation creating the CIF program authorized an initial amount of state general obligation (GO) bonds for FYs 23 through 27 and an additional amount for FYs 28 through 32.
However, the bond authorization in this second period is contingent on (1) an agreement between the governor and the board and (2) the General Assembly adopting a resolution affirming the board and program’s reauthorization.
