Plain-language change summary

The recent amendment to Bill SB 244 adds a requirement for the Department of Energy and Environmental Protection (DEEP) to study the market for certificates issued by the New England Power Pool Generation. This change is significant because it aims to analyze a key aspect of energy regulation, which could lead to better market practices or policies in the future. Notably, the bill's financial impact is stated to be neutral for both the state and municipalities, suggesting that this study will not add new costs.
