CONCERNING THE CONTINUATION OF THE BUSINESS INTELLIGENCE CENTER ADVISORYBOARDADVISORYBOARD,AND, ,ANDINCONNECTIONTHEREWITH, ,INCONNECTIONTHEREWITHIMPLEMENTING ,IMPLEMENTING THE RECOMMENDATION OF THE DEPARTMENT OF REGULATORY AGENCIESAGENCIES' ' 2025 SUNSET REPORT BY REPEALING THE ADVISORY BOARDBOARD. .
Be it enacted by the GeneralGeneralAssembly Assemblyofthe of the State ofofColorado: Colorado:
(a) "Advisory board"boa1d" means the business intelligenceintelligenee centercente1 advisory boardboatd createdcteated in paragraphpatag1aph (a) of subsection (4) ofofthis this section.

(4) (a) The businessbttsiness intelligence center advisoryboardadvisory board is createdereated in the department to assist the department in the operation ofofthe the program.
(b) The advisoryadvisocy board consists of:of.
(I) The secretary ofofstate state or his or her designee;
(II)(11) A representative from the governor'sgoventor's office;office, (111) A epresentative from the Colorado office of economic development created in section 24-48.5-101, (IV) A representative front the office of information technology created in section 24-37.5-103, (V) A reptesentative ftom the statewide internet portal attthoricy created in section 24-37.7-102, and (VI) Up tosixadditional representatives whomthe secretary ofstate appoints from state 01 local government, the private sector, or the nonprofit commttniey.
(III)The Aseeretary representativeof fromstate theor Coloradohis office01 ofher economicdesignee developmentmay createdalso ininvite sectionadditional 24-48.5-101;reptesentatives to attend boatd meetings and participate as non-voting members.
(IV)(c) AThe representativesecretary fromofstate theor officehis ofor informationher technologydesignee createdshall inchair sectionthe 24-37.5-103;board.
(V) A representative from the statewide internet portal authority created in section 24-37.7-102;
and (VI) Uptosixadditionalrepresentativeswhomthesecretaryofstate appointsfromstateorlocalgovernment,theprivatesector,orthenonprofit community.
The secretary of state or his or her designee may also invite additional representatives to attend board meetings and participate as non-voting members.
(c) Thesecretaryofstateorhisorherdesigneeshallchairtheboard.
Members of the advisoryboardservewithoutcompensationandwithoutreimbursementforadvisory boardsetve withotttcompensation and withotttreimbmsement for expenses.
(d) This subsectionsttbsection (4) is repealed, effective September 1, 2026.
PriorPtiot to suchsttch repeal, the department ofofregttlatory regulatoryagenciesagencies shallreviewtheshall review the advisory board as provided in section 2-3-1203, C.R.S.
In Colorado Revised Statutes, 2-3-1203, repeal (17)(a)(II)(l7)(a)(II) as follows:
on the day following the expiration of the ninety-dayperiodninety-day period after final adjournment ofofthe the general assembly(Augustassembly (August 12, 2026, if adjournment sine die is on May 13, 2026);
except that, if a referendumpetitionisfiledpursuanttosection1(3)ofarticleVofthestatereferendum petition is filed pursuantto section 1(3) ofarticle V ofthe state constitution against this act or an item, section, or part of this act within such period, then the act, item, section, or part will not take effect unless PAGE 3-HOUSE BILL 26-1180 approvedbythepeopleatthegeneralelectiontobeheldinNovember2026approvedbythe people atthe general electionto beheld inNovember2026 and, in such case, will take effect on the date ofofthe the official declaration of the vote thereon by the governor.
