In plain language

The bill extends a water vessel registration program and changes definitions and record-keeping requirements.

This act continues the vessel registration program until 2036 and updates definitions and record-keeping for vessel liveries. It also changes the language regarding fines for motorboat operator age violations.

Summary

The act implements the recommendation of the department of regulatory agencies' sunset review and report in continuing the registration program for vessels until September 1, 2036.     The act also makes changes to definitions of 'vessel' and adds a definition of 'vessel livery'.     Current law requires that the records of a vessel livery related to hired vessels be preserved for at least 30 days after the vessel is to be returned to the vessel livery. The act extends this period to 3 years after the vessel is to be returned to the vessel livery.     Current law provides that an individual who violates provisions related to the minimum age of motorboat operators is subject to a fine of $100. The act changes 'individual' to 'person'.(Note: This summary applies to this bill as enacted.)

Plain-language change summary

The recent changes to Bill HB 1197 extend the registration and regulation of vessels in Colorado from a scheduled repeal date of September 1, 2026, to a new repeal date of September 1, 2036. This means that the vessel registration program will continue to operate for an additional ten years without interruption. This extension is important for maintaining oversight and regulation of recreational boating, helping to ensure safety and proper management of water resources in the state.
