AdvisorycommitteetotheColoradocommissiononAdvisory committee to the Colorado commission on higher education.
(1) There is herebyestablishedhereby established an advisory committee to the commissionforthepurposeofcommission suggestingsolutionsfortheproblemsandfor needsthe purpose of highersuggesting educationsolutions andfor maintaining liaison with the generalproblems -4-and 1029needsofhighereducationandmaintainingliaisonwiththegeneralassembly assembly and the governing boards for state-supported institutions of higher education.
The advisory committee shall consistTSofconsistNSISTS of not less than thirteenLVEPAGE 3-HOUSE BILL 26-1029 thirteenTWELVE members, to be designated as follows:
(b) OneOnemembershallbeselectedanddesignatedbythecommission to represent the faculty in the state and one member shall be selected and designated bybythe the commission to represent the facultyinstudents thein statethe and one member shall be selectedanddesignatedbythecommissiontorepresentthestudentsinthe state.

The commission shall selectselectanddesignateonememberwho,atthetimeofdesignation,isaparent and designate one member who, at the time of designation, is a parent of a student who is enrolled in a state-supported institution of higher education in Colorado to represent the parents of students.
DutiesandpowersofthecommissionwithrespectDuties and powers of the commission with respect to student fees - report on tuition and fees.
The policies mayaddress,may address, but need not be limited to, the purposes for student fees;fees;categoriesofstudentfees;thedistinctionsbetweentuitionrevenueand student fee revenue;
categories of student fees;
the distinctions between tuition revenue and student fee revenue;
student fee fundbalances;theminimumlevelofstudentinvolvementintheprocessesfund forbalances; establishing, reviewing, changing the amount of, and discontinuing studentfees;andstudentfeesthatapplytoastudentconcurrentlyenrolled pursuanttoarticle35oftitle22.Inpreparingthepolicies,thecommission shallseekinputfromthegoverningboards,thestateinstitutionsofhigher -5- 1029 education, and the student representative to the advisory committee created pursuant to section 23-1-103 representatives of the student governments at the state institutions of higher education.
SECTION4.the minimum level of student involvement in the processes for establishing,reviewing,changingtheamountof,anddiscontinuingstudent fees;andstudentfeesthatapplytoastudentconcurrentlyenrolledpursuant toarticle35of title22.Inpreparing the policies, the commissionshallseek input from the governing boards, the state institutions of higher education, and the student representative to the advisory committee created pursuant to section 23-1-103 and representatives of the student governments at the state institutions of higher education.
Actsubjecttopetition-effectivedate.(1)SECTION Except4. asotherwiseprovidedinthissection,thisacttakeseffectat12:01a.m.on the day following the expiration of the ninety-day period after final adjournment of the general assembly (August 12, 2026, if adjournment sine die is onMay13, 2026);
exceptAct that,subject if a referendumpetition is filed pursuant to sectionpetition 1- (3)effective ofdate. article V of the state constitution against this act or an item, section, or part of this act within such period, then the act, item, section, or part will not take effect unless approved by the people at the general election to be held in November 2026 and, in such case, will take effect on the date of the official declaration of the vote thereon by the governor.
(2)(1) SectionExcept 2as ofotherwise thisprovided act takes effect only if Senate Bill 26-078 does not become law, in whichthis casesection, sectionthis 2act takes effect onat the12:01 applicablea.m. effective date of this act.

- The act expands the Colorado commission on higher education (commission) from 11 to 13 members by adding 2 nonvoting student members who are enrolled at a state-supported institution of higher education (student members). Specifically, the act adds:One student member from a graduate research university or a 4-year institution of higher education; andOne student member from a community college, local district college, or area technical college. The governor shall make initial appointments of student members on or before July 1, 2027. Student members serve on the commission for a term of 2 years.
